The Resilience Scorecard is a self-assessment tool that translates the knowledge base into measurable capabilities and prioritised next steps. It is implemented as wiki pages - no JavaScript, no app. Works offline and is printable.
Each control is scored 0-4:

| 0 | Not in place; not planned |
| 1 | Planned but not implemented |
| 2 | Partially implemented; not tested |
| 3 | Fully implemented; not tested under realistic conditions |
| 4 | Fully implemented; tested and validated; regularly reviewed |
Score 4 means tested. A backup that has never been restored is a 2, not a 4. An alert that has never fired in a real incident is a 3, not a 4.

Community Operations is optional and only applies at community and organisation scope. When included, other weights are reduced proportionally.

Once you have an overall score, map it to a maturity level in the Resilience Maturity Model.

| 91-100 | Level 6 - Fully decentralized |
